This will generate new digital marketplaces for education, revolutionising the way we deal with learning resources online. &quot;It means that the learning content can be customised by the learner rather than the developer or producer,&quot; said Cardinali. &quot;Learners download and use the material or even use it 'on the fly' using new devices such as Apple's iPod Touch or iPhone and Amazon's Kindle. &quot;Today's big challenge facing providers of academic as well as corporate learning materials is how to enrich existing packaging formats, for learning content publishing and distribution, such as SCORM or the new IMS Common Cartdridge formats, not via   single, turnkey system but via an open architecture - especially adding web services protocols to content packages making the learning experience richer and more personalised,&quot; he commented. Giunti Labs' Carin Martell joins Pascal Debordes of Cegos, the a4194m, France-based e-learning content producer, to outline the results of Cegos' 2007 cross-Europe learning survey. According to Debordes: &quot;We found that the biggest budgets for corporate training occur in France but much of this money is spent on administration rather than on training.&quot;The UK spends about a third of French budgets on training but provides its workers with broader access to training materials - and appears to be better at evaluating the return on investment (ROI) from these. Forty seven per cent of surveyed companies in the UK are assessing ROI compared with only 26 per cent in France. &quot;Nonetheless, learners across Europe have the same expectations of e-learning materials - notably that they are user-friendly; have high quality content, design, graphics and interactivity, and contain a4concrete' examples and exercises,&quot; he said.In response to the survey's findings, the Cegos Group has expanded its customised e-learning offer to include a range of off-the-shelf modules - in the process, joining forces with Giunti Labs. <description><![CDATA[According to Vijay Kumar, Senior Associate Dean and Director of the Office of Educational Innovation and Technology at the Massachusetts Institute of Technology - and an advisor to India's National Knowledge Commission - the traditional education model has been based on scarcity and assumed limited educational resources. Today, he said, the development and availability of open education resources are challenging these assumptions and suggest that that model is changing. This movement is making learning materials more widely accessible - although there are issues related to quality and secondary use, to be addressed.Kumar was addressing over 100 top level executives - from the learning content industry, international publishing firms, corporate training providers and academic stakeholders engaged in both publishing and open courseware initiatives in schools, universities and corporate training, together with Government policy makers throughout Europe - who were debating the future of the learning content industry and, in particular, its ability to adapt to, and exploit fully, a new generation of educational content production, management, sharing and distribution models.The debate took place in Sestri Levante, Italy, at the end of October - at The Digital Educational Content Marketplaces conference (DECOM 2008). The event was hosted by leading learning and mobile content management solution provider, Giunti Labs, and the European Learning Industry Group (ELIG). Interoperability standards and new publishing formats such as IMS Common Cartridge will help facilitate this.&quot; In endorsing the move towards mobile learning, Pearson's Black commented that, every second, three babies are born somewhere in the world whereas, in the same time, 38 mobile devices are sold. He added: &quot;So, regardless of the challenges, we need to take mobile learning seriously as a new channel for delivering educational content and services.&quot;David Worlock, Chief Research Fellow at Outsell, Inc., revealed that Outsell sizes the annual worldwide market for information at $390bn. Commenting on current educational publishing trends, Worlock said that, whereas publishers were used to producing pre-formatted information such as textbooks, nowadays they are building solutions that model the needs of the learners more closely.&quot;The key issues are self-assessment, continuous assessment and diagnostics,&quot; he said. &quot;Customer needs analysis is driving publishers to move towards high degrees of quality assurance and publishing content in several places and formats and then releasing it to customers as appropriate for them.&quot;In the current economic climate, the educational publishing industry faces three major risks,&quot; he added. &quot;First, that all content becomes, or can be made, free; second, the global recession could undermine customers' spending power, and, third, that opportunities for developing mobile learning materials and technologies are ignored or under-exploited.&quot;EndAbout ELIGThe European Learning Industry Group (ELIG) emerged from the eLearning Industry Group (eLIG) in 2007. <description><![CDATA[Monique Head - an American from Atlanta, Georgia, who is now living in Antibes in the South of France - has become the 1,000th person to join the eLearning Network (eLN), the UK's foremost professional association of users and developers of all forms of e-learning. In the 21 years since the association began - as The Association for Computer Based Training (TACT), changing its name to the eLN in 2000 - its annual membership has hovered around the 150 mark. This year - 2008 - has seen a rapid and remarkable rise in membership levels. Clive Shepherd, the eLN's elected chairman, commented: &quot;When Monique completed her membership application form on the eLN website, she had no idea of the significance of the event. However, she has helped the eLN reach an important milestone in a year of impressive growth.&quot;&quot;As someone from Atlanta, in the USA, who is now working in Antibes in the South of France, Monique symbolises the increasingly international reach of the eLN.&quot; It was in Atlanta, Georgia, that Monique developed her expertise in instructional design and multimedia. She worked as an instructional designer for Morehouse College - a historic institution that numbers Martin Luther King Jr among its former students. Monique was responsible for implementing the first e-learning system at Morehouse. She also served as an online tutor in graphic design and computer literacy. A year ago, Monique moved to Antibes. Although, at the time, she knew very little French, she wanted to exploit her e-learning and multimedia skills in a new environment. She has based her company, Mindscope Multimedia, in the Sophia Antipolis Science Park near Nice - an area which is home to more than 1,000 companies and, thus, is an excellent environment in which to create a market for her services. &quot;Being keen to continue my professional development as an e-learning professional, I came across the eLN,&quot; Monique explained. &quot;The information on its website, allied to opportunities to discuss issues with the rest of the association's members via email, webinars and even in person at its regular conferences, is proving highly helpful to Mindscope as we provide e-learning services, instructional design and multimedia development to our clients. <description><![CDATA[This month sees Workplace Ministry in Hertfordshire and Bedfordshire (WMHB) - the ecumencial body that oversees the work of workplace ministry in these two counties - launch a recruitment drive for people to serve as workplace chaplains.Chaplains - who give up a number of days each month to visit people at work - are drawn from practising Christians, either lay or ordained, who are connected to a recognised church. Candidates need good social skills; should enjoy meeting people; be able to listen effectively; be cheerful, and be willing to learn how an organisation works. <description><![CDATA[The British Helicopter team rose to third place in the world rankings following this year's World Helicopter Championship, held in Eisenach, Germany, from 13th to 18th August. This indicates a continuing improvement by the team, which came fifth in the World Helicopter Championships in Austria in 2002 and fourth in the Championships in France in 2005.&quot;This progress puts the title of World Helicopter Champions firmly in our sights for the 2011 competition, being held in Russia,&quot; commented the British team manager - and former Championship competitor - John Matchett.The Russian team, which won its ninth World Championship title in Germany (out of the 13 competitions held) achieved 96 per cent of a a4perfect' score, with 3730.8 points out of a maximum possible of 3900 points. The British team, which took third place, was only 12 per cent behind this.&quot;The Russians and the Germans produced some of the most stunning and competitive flying that I have ever seen,&quot; said Matchett. &quot;The Russians, in particular, produced some superb performances - and, in some events, achieved the amazing result of incurring almost no penalties at all.&quot;In selecting and preparing the British team for this year's Championships, Matchett, a businessman and entrepreneur by profession, applied psychology and business strategic thinking. He commented: &quot;It's always a a4David and Goliath' battle against the Russians, all of whose pilots are full-time professionals.
